These oat pancakes are massively popular in the Potteries (an area of North Staffordshire in England that includes the town of Stoke-on-Trent) but virtually unheard of elsewhere. Oatcakes are eaten for breakfast, usually with bacon and melted cheese, although other fillings are allowed. They are quite simple to make, but because the batter is leavened with yeast you need to allow an hour or two for it to ferment. Don't confuse them with Scottish oatcakes, which are more of a biscuit / cookie.
